Qatar E-Commerce Licence 2026: Which Online Businesses Can Operate Without a Physical Office?

Qatar introduced a new E-Commerce Licence in September 2026 as part of a wider package of digital business services designed to simplify company establishment and operations. The policy creates a specific electronic licensing route for approved commercial activities conducted through registered electronic mediums such as websites.

What changed in 2026?

On 17 September 2026, Qatar’s Ministry of Commerce and Industry announced the E-Commerce Licence under Ministerial Decision No. 25 of 2026. The Ministry states that the licence covers 194 approved business activities and enables eligible e-commerce activities to be established and operated online through a licence for the website designated for the activity in Qatar.

This is important for entrepreneurs because the Single Window service description states that eligible applicants can practise approved commercial activities through registered electronic mediums without requiring a physical operating location for the electronic commercial permit itself.

This does not mean every Qatar company can operate without an office

The new route should not be confused with a blanket removal of location requirements for all Commercial Registrations or all business activities. Eligibility depends on the selected commercial activity and the electronic licensing route. Activities requiring a physical site, inspections, sector approvals or other regulatory conditions remain subject to those requirements.

Commercial Registration and E-Commerce Licence are different

A Commercial Registration (CR) records the business and its approved activities. The E-Commerce Licence is the electronic commercial permit that allows eligible approved activities to be practised through the registered electronic medium. Single Window states that the applicant must be listed in an active CR and that the CR must be set on the Electronic licensing path.

Website and electronic-medium requirement

The business must have a valid registered electronic medium for the licensed activity. Applicants should therefore make sure that the proposed website, domain and business activity are aligned before applying. The exact requirements shown by Single Window should always be checked at the time of application because government procedures and accepted electronic-medium requirements can change.

Which businesses may benefit?

The policy is particularly relevant to entrepreneurs planning genuine e-commerce and other approved online commercial activities that can be delivered through an electronic medium. However, an activity being described informally as an “IT business”, “digital business” or “online business” does not by itself establish eligibility. The exact activity classification must be checked against the activities available through the Electronic licensing path.

What should an applicant check before applying?

• Whether the proposed activity is available on the Electronic licensing path.
• Whether the CR is active and contains the correct activity.
• Whether any separate government or sector approval applies.
• Whether the business model genuinely operates through an electronic medium.
• Whether the website/domain and ownership information meet the current Single Window requirements.
• Whether the selected activity has any physical-site or inspection requirement.

Common misunderstanding: “No office” does not mean “no regulation”

The practical advantage of the new policy is that an eligible electronic commercial permit may not require a dedicated physical operating location. It does not remove the need for the correct CR, approved activity, electronic licence, regulatory approvals where applicable, or compliance with Qatar’s commercial rules.
